Ordinance 16-08 closes a loop hole in City Code that allowed off-season camping at the Seafarer’s Memorial parking lot when no other City campgrounds were open. The intent of allowing off-season camping at the time was to accommodate shoulder season visitors when our other campgrounds are closed. Unfortunately long term campers have been abusing this and occupying the parking area long term. The City has opened up the Pier One campground as an alternate location for off-season campers, and is charging fees. This has cleared out the Seafarer’s Memorial parking lot. Ordinance 16-08 gets rid of Seafarer’s Memorial as an alternate camping destination while allowing the City Manager to keep a campground open out of season, subject to all normal camping rules and fees.
