SUBJECT: Land Allocation Plan
Background
The Land Allocation Plan is a listing of each property the City owns. Each year, the City Council reviews and approves which city properties should be made available for lease, through the Land Allocation Plan. Each Commission provides comments by memorandum to the Council on which lands should be leased. Council considers the comments, and then passes a resolution adopting the draft plan for the year, including any changes to lots available for lease.
Over-slope lands around the Homer Harbor
Earlier this winter, the Port and Harbor and Planning Commissions discussed potential over slope boardwalk development around the harbor. They recommended the following lands be available for development: lands in front of lots 88-2 through 88-4, Lots 26-34, Lots 14-17, and lots between Ramp 4 and 5. (See Spit map at the end of the land allocation plan)
Leases – None of the Commissions had any recommendations on new lands to make available for lease.
Other recommendations:
HAPC: RECOMMEND CITY COUNCIL OFFER THE PARCELS #177154-02 & 17715403 ON PAGE C-4 OF THE PLAN TO THE ADJOINING PROPERTY OWNERS. (land slivers adjacent to the Sterling Highway)
HAPC: RESERVE PAGE C-6 PARCELS #17717706 & #17717707 FOR A FUTURE POCKET PARK.

Below is a list of changes to municipal lands over the past year.
Land Changes in 2016/17
The City contracted with a realtor, Angie Newby, to represent the City on land sales.
Several city parcels were sold.
Several City parcels are still for sale, and listed on the MLS.
Purchased land with HART trails fund for a future trailhead on Roger’s Loop.
Unfinished Business
Lot line vacations at Public Works. Subdivision plats cost about $5,000, which exceeds the City budget for all land related costs (surveying and appraisal). If the Council would like to see action on the lot line vacations, staff recommends increasing this line item in the budget for 2018.
In 2013, the City petitioned the state to gain title to two parcels of tidelands on the Spit, one for the Deep Water Dock, the other for part of the Pioneer Dock. Staff is researching its completion.
Sale of lot 47 (C-8) to Land’s End. In 2013, Lands End wanted to buy this lot. Council did not reach consensus during the land allocation work session that year, and no formal action has been taken. Staff recommends seeing if Land’s End is still interested, and bringing a resolution forward for Council action.
Staff Recommendations:
Make recommendations on any new lands that should be available for lease including over-slope around the harbor
Discuss selling price of old library lot (D-3)
Provide any further direction to Administration/realtor on city lands for sale
Renew efforts on selling lot 47 to Land’s End (C-8)
Budget for lot line vacations of Public Works (D-10)
