SUBJECT: Term Contract – Professional Engineering Services Water and Sewer Projects RFP Results and Award Recommendations
Public Works has utilized an engineering services term contract with two firms to complete small to mid-sized water and sewer projects approved by the City Council. Design services for larger projects are obtained through a separate RFP process. These firms were determined to be the most qualified based on a competitive RFP process. Our term contracts are good for 3 years, with the ability to extend them another two. Our current water/sewer engineering term contracts expire this month.
Public Works has issued a new RFP to select the most qualified firm(s) to complete engineering for the anticipated future water/sewer term projects shown below:
Sewer Treatment Plant Improvements, including replacement of aging treatment components.
Various sanitary sewer collection and water distribution system main extension projects established through the City’s Special Assessment District (SAD) process.
Water Storage/Distribution System Improvements, including construction of a new water tank, transmission main extensions, and pressure reduction vault replacements.
Update of City’s 2005 Water/Sewer Master Plan.
Micro-hydro turbine installation in transmission main PRV vaults.
Per the City’s procurements policy, an RFP was prepared and advertised on the City’s web site and in a local and Anchorage newspaper (January 2017). 11 proposals were received )March 2017). The proposals were reviewed and scored by 3 City employees (including myself). The two most qualified firms were determined to be DOWL and GV Jones and Associates.
Recommendation: The Council approve a resolution awarding a water/sewer engineering services term contract to the firms DOWL of Anchorage Alaska and GV Jones and Associates of Anchorage, Alaska and authorize the City manager to execute all appropriate documents
