Memorandum 17-061
TO: Katie Koester – City Manager
FROM: Carey Meyer – Public Works Director
DATE: April 4, 2017
SUBJECT: Term Contract – Professional Engineering Services Port/Harbor/Marine Projects RFP Results and Award Recommendations
Public Works and Port/Harbor have utilized an engineering services term contract with two firms to complete the design of port and harbor projects approved by the City Council. These firms were determined to be the most qualified based on a competitive RFP process. Our term contracts are good for 3 years, with the ability to extend them another two. Our current port/harbor/marine engineering term contracts expire this month.
Public Works, with the assistance of Port/Harbor, has issued a new RFP to select the most qualified firm(s) to complete engineering for the anticipated future port and harbor projects shown below:
Marine Haul Out and Repair Facility
System 4 Harbor Float Replacement
Various Dock/Harbor Maintenance/Damage Repair projects
Deep Water Dock Expansion
Per the City’s procurements policy, an RFP was prepared and advertised on the City’s web site and in a local and Anchorage newspaper (January 2017). 6 proposals were received (March 2017). The proposals were reviewed and scored by 3 City employees (including myself and the Harbormaster). The two most qualified firms were determined to be R&M Consultants and HDR.
Recommendation: The Council approve a resolution awarding a port/harbor/marine engineering services term contract to the firms R&M Consultants of Anchorage Alaska and HDR of Anchorage, Alaska and authorize the City Manager to execute all appropriate documents
