Subject: Award of Construction Contract
Hickerson Memorial Cemetery Expansion
On May 4, 2017, bids were received for the Hickerson Memorial Cemetery Expansion project. This work was advertised in the Homer News on April 13 and 20, in the Peninsula Clarion on April 16, at to Anchorage Plans Rooms, and on the City’s website. Procurement was completed in accordance with the City’s procurement regulations.
This project consists of the construction of access drives, fencing, clearing and grading necessary to complete the Phase I expansion of the existing cemetery. The project was reviewed and recommended by the Homer Advisory Planning Commission, approved by the City Council in the 2016 Capital projects budget and funded by the Parks and Recreation Reserve Account.
Five responsive bids were received from qualified firms. The bids were evaluated and the results are as follows:

The City’s 5% local bidder’s preference does apply to the award of this contract, but the second low bidder was greater than 5% higher than the low bidder.
The low bid is within the project budget approved by the City Council. With the award of this contract, Public Works expects the work to commence in late May, with completion by July 1.
Recommendation:
City Council pass a resolution awarding the construction contract for the Hickerson Memorial Cemetery Expansion project in the amount of $67,662.50 to Paul’s Services of Anchor Point, Alaska and authorizing the City Manager to execute all appropriate documents necessary to complete this project.
