SUBJECT: 2018-2023 CIP amendments, adoption and FY 2019 Legislative Request Project Selections
Thank you for taking the time to review the CIP projects during your August 28, 2017 worksession. In accordance with your suggestions, I amended the following project descriptions:
East to West Transportation Corridor – added description of Greatland Street extension.
Main Street Sidewalk Facility: Pioneer Avenue North – moved from Parks & Rec to Local Roads section.
Ice Plant Upgrade - added a Phase 1 which entails working with consultant on upgrade options.
The updated version of the CIP and Proposed new projects can be found on the Economic Development page of the City of Homer website.
The next step is to formally approve the following updates to the 2018-2023 City of Homer Capital Improvement Plan as follows:
● Three new project have been proposed for inclusion in the CIP.
One new City of Homer project has been proposed:
- Port and Harbor Wood Grid Replacement
Two new projects have been requested by non-city organizations:
South Peninsula Hospital – Hillside Stability Study
South Peninsula Behavioral Health Services – The Annex Upgrade. (This project was proposed as a new project after your Worksession; a description is now included in the New Proposed project section.)
By Motion: Council should move to include each proposed new project.
Two projects are have been recommended for combining into one:
The Barge Mooring Facility and the Large Vessel Haul Out Repair Facility
By Motion: Council should move to combine the above mentioned projects into one.
● One project is being recommended to move to Mid-Range from Long-Range:
Ramp 2 Public Restroom Upgrade
By Motion: Council should move to relocate the above mentioned project to Mid-Range Project section.
● The Public Safety Building, Phase 1 project description has been substantially amended to reflect the current project’s focus on a new stand-alone Police Station.
By Motion: Council should move to amend the Public Safety Building Phase 1 project to the New Homer Police Station.
By Motion: Council should move to remove any projects from the CIP.
After the CIP Worksession on September 25, 2017, all Council Members and the Mayor communicated their Legislative and Federal Priority project selections. I have tallied your responses, the prioritized results of which are included in Resolution 17-079.
Approval of Resolution 17-079 will formally adopt the 2018-2023 CIP with FY19 Legislative and Federal priority projects.
