ORDINANCE 12-46
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, APPROPRIATING FUNDS IN THE AMOUNT OF $50,165 FROM THE GENERAL FUND BALANCE TO CARRY OUT THE REQUIREMENTS OF HOMER CITY CODE TITLE 17 ENTITLED IMPROVEMENT DISTRICTS AND TO IMPLEMENT A PUBLIC INFORMATION STRATEGY RELATED TO THE PROPOSED NATURAL GAS SPECIAL ASSESSMENT DISTRICT.
WHEREAS, Resolution 12-69 initiated the proposed Natural Gas Distribution System Special Assessment District; and
WHEREAS, Title 17 of the Homer Municipal Code entitled “Improvement Districts” contains requirements for preparing assessment rolls, certified mailings, neighborhood meetings, public hearings, and other activities that require staff time and financial resources; and
WHEREAS, The proposed special assessment district contains approximately 3,800 parcels and compliance with the code will require funding above and beyond the existing budget; and
WHEREAS, A proposed project of this magnitude and complexity requires that as much factual information as possible be disseminated so that the affected property owners and the general public can make informed decisions; and
WHEREAS, It is appropriate and necessary to appropriate funds, above and beyond the existing operating budget to adhere to the requirements of Title 17 and to provide the public with useful information through multiple venues and outlets.
NOW, THEREFORE, BE IT ORDAINED by the City of Homer:
Section 1. The Homer City Council hereby appropriates $50,165 from the General Fund Balance for the purpose of complying with the requirements of Title 17 and implementing a public information strategy as follows:

Section 2. The funds appropriated in the preceding section shall be used for things like advertising, mailing, publications, web hosting, professional cost estimating, and temporary staffing and a proposed budget is contained in Memorandum 12-159, a copy of which is attached and incorporated herein.
Section 3. This ordinance is a budget amendment only, is not of a permanent nature, and shall not be codified.
