Ordinance 16-36 Removal of an Underground Fuel Storage Tank at the Sewer Treatment Plant

ORDINANCE 16-36

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2016 OPERATING BUDGET BY APPROPRIATING FUNDS IN THE AMOUNT OF $9,970.00 FROM SEWER RESERVES FOR THE REMOVAL OF AN UNDERGROUND FUEL STORAGE TANK AT THE SEWER TREATMENT PLANT.

               WHEREAS, Public Works has been removing underground fuel storage tanks (UST’s) at City facilities to eliminate potential liability and expensive clean-up costs if leaks were to occur; and

               WHEREAS, Removing UST’s decreases the Sewer Fund’s pollution liability insurance policy costs and monitoring costs; and

               WHEREAS, Public Works has acquired a replacement above ground tank and is prepared to complete this removal work utilizing in-house personnel with the assistance of an environmental professional (See Memorandum 16-109); and

               WHEREAS, The cost to provide professional environmental oversight and materials is estimated to be $9,970.00 ($8,170.00 for oversight and $1,800.00 for materials).

               NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

Section 1. The Homer City Council hereby amends the FY 2016 Operating Budget by appropriating $9,970.00 from Sewer Reserves for the removal of the underground storage tank at the Sewer Treatment Plant.
