ORDINANCE 17-29
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, ACCEPTING AND APPROPRIATING AN FY2015 STATE HOMELAND SECURITY PROGRAM REALLOCATION GRANT FROM THE DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT (DHS&EM) IN THE AMOUNT OF $110,000 FOR A BACKUP GENERATOR AT THE PORT AND HARBOR AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The Port and Harbor building serves as the Emergency Operations Center for maritime emergencies; and
WHEREAS, The Port and Harbor building serves as a base for harbor enforcement officers serving two federally regulated facilities, the Deep Water Dock and Pioneer Dock; and
WHEREAS, Port and Harbor back-up power generation is identified as a high priority in the City of Homer’s 2015 Alaska Assessment as it is critical to our capability to protect against, mitigate, respond to and recover from threats and hazards; and
WHEREAS, The City applied for a DHS&EM funds for a backup generator for the Port & Harbor; and
WHEREAS, The City is pleased to have been awarded full funding for the project in the amount of $110,000 in the DHS&EM FY2015 reallocation grant cycle.
NOW, THEREFORE, THE CITY OF HOMER ORDAINS:
Section 1. The Homer City Council hereby accepts and appropriates an FY2015 State Homeland Security Program Grant to the City of Homer in the amount of $110,000 for the purchase and installation of a backup generator as follows:

Section 2. This is a budget amendment ordinance, is temporary in nature, and shall not be codified.
