ORDINANCE 19-08
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2019 OPERATING BUDGET BY APPROPRIATING $39,500 FROM FIRE RESERVES TO PURCHASE REPLACEMENT PERSONAL PROTECTIVE EQUIPMENT FOR THE HOMER VOLUNTEER FIRE DEPARTMENT
WHEREAS, One of the most important items that Homer Volunteer Fire Department (HVFD) can do for its members is to ensure their safety; and
WHEREAS, Upon joining HVFD as a Firefighter 1 volunteers are outfitted with a helmet, boots at gloves at an approximate cost of $4,000 per set up as part of their Personal Protective Equipment (PPE); and
WHEREAS, The HVFD strives to providing PPE that meets industry standards, is in good condition and fits the user in accordance with the National Fire Protection Association (NFPA) 1851 industry standards; and
WHEREAS, NFPA sets the terms of serviceable condition that is to be maintained and the life span of 10 years for Personal Protective Equipment; and
WHEREAS, The HVFD currently plans and budgets replacement of up to four sets of PPE annually, but a recent increase in recruitment response resulted in the lack of properly fitted gear for the new recruits and the annual equipment inventory showed that the majority of helmets were meeting or nearing their useable lifespan; and
WHEREAS, Additional funding would provide for the necessary replacement and extra safety equipment essential to outfitting new and existing firefighters.
NOW, THEREFORE, THE CITY OF HOMER ORDAINS:
Section 1. The Homer City Council hereby amends the FY 2019 Operating Budget by appropriating $39,500 from the Fire Reserves for the purpose of purchasing replacement personal protective equipment:
