RESOLUTION 18-059
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING THE ALASKA BOARD OF FISH CONSIDER THE TOPIC OF SALMON ENHANCEMENT IN PRINCE WILLIAM SOUND AT THE REGULARLY SCHEDULED FALL MEETING INSTEAD OF THE JULY 17, 2018 SPECIAL MEETING.
WHEREAS, The Alaska Board of Fisheries has scheduled a special meeting for July 17, 2018; and
WHEREAS, The purpose of the meeting is to address two emergency petitions: the Kenai River Sport Fishing Association received May 16, 2018 regarding additional hatchery production in the Prince William Sound, and the Bristol Bay Native Association June 22, 2018 resolution 2018-13 regarding sockeye salmon regulations for the Chignik, Kodiak, and the Alaska Peninsula management areas; and
WHEREAS, Many Prince William Sound permit holders live and maintain their vessels in Homer; and
WHEREAS, Commercial fishing is a vital part of the Homer economy; and
WHEREAS, The Homer City Council has a duty to represent constituents when the actions of other bodies have an adverse economic impact; and
WHEREAS, Holding a special meeting with short notice when stakeholders are busy fishing and cannot provide input lacks transparency; and
WHEREAS, The additional hatchery production in Prince William Sound has already been approved and permitted through an established regulatory process; and
WHEREAS, The regularly scheduled Board of Fish meeting in the fall is the appropriate time to take up these topics where sufficient notice can be given and all stakeholders can be present.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, requests the Alaska Board of Fish consider the topic of salmon enhancement in Prince William Sound at the regularly scheduled fall meeting instead of the July 17, 2018 special meeting.
