Create a Log-in and Make Utility Payments with Xpress Bill Pay

As of November 15, 2024, the City of Homer is partnering with a new vendor, Xpress Bill Pay, to accept secure, online Utility Bill payments. 

IMPORTANT NOTICE: Customers who previously used Intellipay to make utility bill payments need to set up a new account with Xpress Bill Pay because existing Intellipay accounts did not automatically transfer to Xpress Bill Pay.

 

When to switch to Xpress Bill Pay?

To continue to pay your City of Homer utility bills online automatically, you must set up an Xpress Bill pay account as soon as it is convenient for you, but before December bills are due, December 15, 2024.

If you do not sign up for Xpress Bill Pay in time for the December 2024 payment date, you can call 907-435-3112 to make a credit card payment, stop by City Hall in person with a credit card or check, or mail a check to 491 E Pioneer Avenue, Homer AK 99603.

What bill pay options does Xpress Bill Pay offer?

With Xpress Bill Pay, you can:

  • pay your bills with a credit or debit card, or you can transfer funds directly from your checking account.
  • use the online portal from your computer, or download the Xpress Bill Pay mobile app available for both iPhone and Android.
  • pay your bill from anywhere. Customers outside the U.S. can contact the Xpress Bill Pay Payment Center anytime to make a payment or to set up an Auto Pay.
  • receive an email receipt to confirm the payment went through.
  • view up to a year’s history of your account online, so you can compare your current bill to a year ago.
  • select the Auto Pay option for your bill to be paid automatically each month.

Although we encourage creating an account to get the most out of this new service, Xpress Bill Pay does offer Guest Checkout for those that are not yet wanting to set up an account.

How to set up a user account with Xpress Bill Pay in nine easy steps

  1. Go to www.xpressbillpay.com to create a secure login.
     
  2. Click on the Sign Up button on the top of the home screen. Fill in the email and password fields, then click the I’m not a robot box and follow the prompts.
     
  3. Complete the short registration form and click Next.
    (HINT:  They will ask you for your name, address and phone number and to accept their terms and conditions.)
     
  4. Go to your email inbox and open the verification email from Xpress Bill Pay. Click Verify Email. After successfully verifying your email, select Continue to log in to Xpress Bill Pay.
    (HINT: The email subject line will be ‘Verify email address for Xpress Bill Pay’ and it will be from noreply@xpressbillpay.com.)
     
  5. A pop-up window will ask you if you want to receive Text Messages regarding your account. Entering your mobile phone number and selecting Save Mobile Number will enroll you to receive text messages about your statements, payments and Auto Pays (if applicable).
     
  6. Select City of Homer from the list of organizations on the page. The next set of prompts will allow you to link your City of Homer utility bill to your user login.
    (HINT:  If you do not see City of Homer on the page, type ‘City of Homer’ in the search bar and click SEARCH. Also, Xpress Bill Pay allows you to view and pay multiple bills to multiple billing organizations with an easy-to use interface. In order to do so, you will need to link each bill to the Xpress Bill Pay login you just created. If you add more than one account, they will all be listed under the ACCOUNTS tab.)
     
  7. Enter your City of Homer billing account number and the last name or business name exactly as it appears on the bill and then select Locate Account.
     
  8. When your account is located, information about the account is displayed. Please make sure the account information displayed is correct.
    (HINT:  On this screen you will have the option to opt in for paperless billing. By checking this box, you will not receive paper statements via mail. You will receive an email notification when your bill is ready to view.)

    (HINT:  Sometimes another Xpress Bill Pay user is linked to the same billing account you are attempting to add. This typically happens in a landlord/tenant relationship, or if the previous owner did not unlink the account. You can either take over the payment, or add yourself as a payer. In both scenarios, the previous payer will be notified. If you are unsure how to proceed, please contact the City of Homer at 907-435-3114 or your landlord.)
     

  9. Once your bill is linked to your user login, you can view and pay your bill online, or setup a recurring auto payment schedule.
    (HINT:    To set up an Auto Pay for your City of Homer billing, select Set up Auto Pay and follow the step-by-step instructions. If not, click, Not Now, and you will be taken to your main account page. You will always be able to set up an Auto Pay at a later time.)

How do I pay my bill once I am set up with a user account on Xpress Bill Pay?

When you log in to Xpress Bill Pay, you will be able to see your account information and pay your bill online.  Click the Make a Payment button and then click Proceed to Checkout.

When you select Proceed to Checkout, you will be able to choose which type of payment method you wish to use. You can pay using an electronic funds transfer from a checking or savings account, or using a credit/debit card.

If you wish to pay additional bills you have linked to your user login, select ADD MORE BILLS TO THE CART before proceeding to check out.

Review and confirm your payment information. If all is correct, select Submit Payment. If you need to change some information, select Back to Checkout in the top left hand corner of the page.

With a successful payment, a green “SUCCESS!” message will display. You can print or download the receipt for your records by clicking the printer or download images in the upper right hand corner. If the payment is unsuccessful for any reason, you will receive a message stating why the payment was unsuccessful.
