Online Bill Pay: Tips and Frequently Asked Questions

The City of Homer offers utility customers the option to pay bills online from the convenience and comfort of their home computer.  To do this, the City has contracted with IntelliPay, an electronic payment processor.

Here are tips to help you use IntelliPay's online bill pay system and answers to some frequently asked questions.  

City staff are also available to assist you.  You can call the finance department at 435-3111 Monday through Friday 8 am - 5 pm.  Email works too:  finance@cityofhomer-ak.gov.

How do I find the online bill pay (IntelliPay) site?

  • Go to the City of Homer website www.cityofhomer-ak.gov.
  • Select UTILITY BILL ePay from the key links on the left side of the screen
  • Agree to go to the secured IntelliPay web page, where you will enter your information.

IntelliPay does not have a phone app.  You must access the system through the City of Homer website.

I want to make a ONE-TIME online payment.  How do I do that?

 

Step 1:  Sign In

  • Enter your customer number without the decimals (EXAMPLE: 1234567)
  • Enter your name exactly as it appears on your utility bill (EXAMPLE JOHN A. DOE)
  • Click Continue

Step 2:  Account Set Up

  • Select your payment method (credit/debit card or direct bank account withdrawal)
  • Enter your billing address, phone number and email address
  • Make Sure Recurring Payments OFF button is checked
  • Choose whether you are paying total bill amount or other amount
  • Click Continue

Step 3:  Pay Bill

  • Enter your credit card or bank account information depending on your method of payment
  • Click Continue

Step 4:  Confirmation

I want to set up automatic RECURRING PAYMENTS.  How do I do that?

 

Step 1:  Sign In

  • If you are a first time customers (or if you have forgotten your username and password), enter your customer number without the decimals (example: 1234567)
  • Enter your name exactly as it appears on your utility bill (example: JOHN A. DOE)
  • Click Continue
  • If you are a returning customer, you can log in with your previously selected username and password.

Step 2:  Account Set Up

  • Select your payment method (credit/check card or direct checking/savings account withdrawal)
  • Enter your billing address, phone number and email address
  • Make Sure Recurring Payments ON button is checked
  • Select a date for your recurring payment.  A date between the 5th and 10th of the month is best as it gives time to address any issue with your payment prior to a incurring a late payment penalty charge.
  • Choose whether you are paying total bill amount or other amount
  • Create a Username.  It must be unique, so you may be asked to select a different username
  • Create a Password.  It must be 9 characters long and contain at least a number, three letters and both upper and lower case letters.
  • Click Continue

I signed up for recurring payments, but now I don’t want to do that.  How do I discontinue recurring payments?

  • Sign in to IntelliPay with your previously selected username and password.
  • Under Account Set Up, turn recurring payments OFF.

Can I remove my credit card information from my IntelliPay autopay account? 

 

You should call IntelliPay support to confirm that autopay has been terminated.

How do I reset my online bill pay password?

  • Sign in to IntelliPay with your previously selected username and password.
  • Under Step 2: Account Set Up – Update Settings, enter your Username and enter a new password.  You will have to confirm your new password by re-typing it.

I forgot my online bill pay password.  How do I retrieve it?  

 

You must contact IntelliPay technical support for help in recovering your password.  City of Homer staff does not have access to customer log-in details.

For security purposes, IntelliPay staff can’t see your old password and can only change it to a new one.  Since anyone can call and pretend to be you, you must have alternate information available so they can confirm your identity on the call.  

IntelliPay will not e-mail you your password under any circumstances - nor will they or the City of Homer ever call or e-mail you asking you to tell them your password.  Anyone who calls you and asks you for your password may be attempting to breach your account. Do not tell them.

Can I get help setting up my online bill pay account?

I don’t understand something about the online bill pay system. Who can help me?

I paid my last utility bill in person.  How long will it take for that payment to show up in my online bill pay account?

 

Give it a couple to three days.  City staff reports payment information to IntelliPay M-F the day after we receive your payment (usually by 10 am).  IntelliPay will have it posted on your online statement usually within two business days.  There is a longer lag time over weekends and holidays.

Is this a secure way to pay my bill?
