Utility Bill Payments and Services

PAY A BILL

For your convenience, we offer several payment options to pay your utility bill:

• In person at Homer City Hall, 491 East Pioneer Avenue between the hours of 8 am and 5 pm, or through the drop box after hours.
   
• By phone using debit or credit card.  Call 435-3112.
   
• By mailing payment to City of Homer, 491 East Pioneer Avenue, Homer AK 99603, or
   
• ONLINE through Xpress Bill Pay with a credit or debit card, or by transferring funds directly from a checking account.

IMPORTANT NOTICE! On November 15, 2024 the City of Homer partnered with a new electronic payment processor, Xpress Bill Pay, for online utility bill payments.

Intellipay is no longer available to pay City of Homer utility bills. Customers who previously used Intellipay for making utility payments need to set up a new log-in account with Xpress Bill Pay because existing Intellipay accounts did not automatically transfer to Xpress Bill Pay.

Why pay online?  It’s easy, accurate and secure. 

EASY PAYMENT METHOD

• View your current billing information and make payments when and where its convenient for you. Xpress Bill Pay has an online portal, or you can download the Xpress Bill Pay mobile app.
• Even customers outside the U.S. can contact the Xpress Bill Pay Payment Center anytime to make a payment or to set up an Auto Pay.
• You can choose to make bill payments as a guest or create a log in to make one-time bill payments or to schedule recurring monthly payments to automatically pay your bill.
• Receive an email receipt to confirm the payment went through. 
• Link multiple utility billing accounts to one log in.
• City of Homer Finance Department staff are available to assist when needed at 907-435-3114 or utilities@cityofhomer-ak.gov.

ACCURACY

• You can elect to receive email notifications to remind you when your bill is due and/or about your billing details.  Receipts are automatically sent via email after payment.
• View your up to a year's history of your account activities online.

SECURE TRANSACTIONS

• Throughout your online transaction, Xpress Bill Pay handles your credit card information securely, in accordance with the  Payment Card Industry Data Security Standard (PCI DSS).
