ORDINANCE 16-21(S)
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2016 OPERATING BUDGET BY APPROPRIATING FUNDS IN AN AMOUNT UP TO $189,000 FROM THE GENERAL FUND TO THE HOMER FOUNDATION FOR PURPOSES OF CONSTRUCTING THE SOUTH PENINSULA ATHLETIC AND RECREATION CENTER.
WHEREAS, Recreation plays a vital role in the health, wellness and quality of life or our community; and
WHEREAS, Recreational events attract visitors to Homer and stimulate economic development; and
WHEREAS, The City of Homer recognizes the need for an indoor sports facility; and
WHEREAS, The Parks, Arts, Recreation and Culture Needs Assessment prepared for the City of Homer in Spring of 2015 determined that the most significant recreational need was space for indoor activities; and
WHEREAS, The Soccer Association of Homer is actively working to fundraise for and build the South Peninsula Athletic and Recreation Center (SPARC); and
WHEREAS, The City of Homer supports opportunities created by private funding that improve the quality of life for the community’s residents; and
WHEREAS, The Homer City Council adopted Resolution 16-038 in support of SPARC; and
WHEREAS, Receiving assistance through State and Federal grant funds is becoming increasingly difficult; and
WHEREAS, The Homer City Council adopted Ordinance 15-16 removing State Revenue Sharing from the City of Homer Operating budget with the intention of using those funds on one-time purchases; and
WHEREAS, The most recent estimate for State Revenue Sharing for State fiscal year 2017 is $215,640; and
WHEREAS, It is appropriate and in the City’s interest to appropriate funds from FY 2017 State Revenue Sharing to move this project forward; and
WHEREAS, It is the intent of the Homer City Council to reimburse the general fund for this expenditure with a portion of the anticipated State FY 2017 Revenue Sharing; and
WHEREAS, The Homer Foundation has agreed to be the fiscal agent for the Soccer Association of Homer and the SPARC project; and
WHEREAS, The City of Homer has a well-established and positive relationship working together with The Homer Foundation on projects for the betterment of the community; and
WHEREAS, A financial contribution from the City through The Homer Foundation to pay part of the cost of the SPARC project will allow the facility to be larger and serve a more diverse user group, is in the best interest of the City and its residents, and will serve a public purpose of the City.
NOW, THEREFORE, THE CITY OF HOMER ORDAINS:
Section 1. The City of Homer hereby amends the FY 2016 Capital Budget by appropriating up to $189,000 from the General Fund Fund Balance to The Homer Foundation for the SPARC project:

Section 2. The City will disburse the appropriated funds to The Homer Foundation to pay costs of the SPARC project as a match to contributions for costs of the SPARC project from other sources as follows: (i) $1.00 of the appropriated funds for each $2.00 of cash contributions that The Homer Foundation receives from other sources; and (ii) $0.50 of the appropriated funds for each $2.00 in value, as approved by the City Manager, of in-kind contributions. The total amount of appropriated funds that the City may disburse under this section shall not exceed $189,000.
Section 3. This is a budget amendment ordinance, is temporary in nature, and shall not be codified.
