ORDINANCE 16-49
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2016 OPERATING BUDGET BY APPROPRIATING FUNDS IN THE AMOUNT OF $180,000.00 FROM PORT AND HARBOR DEPRECIATION RESERVES TO PURCHASE NEW LED LIGHTS FOR SEVEN HIGH MAST LIGHT POLES AT THE HARBOR AND AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS.
WHEREAS, The Homer Harbor facility is primarily illuminated using 150’ high mast light poles with 1000w high-pressure sodium lights; and
WHEREAS, The light fixtures in the high mast lights are nearly 30 years old, are showing wear and tear, and energy costs are expensive; and
WHEREAS, Port and Harbor staff has researched and tested new LED lights, and has determined the new LED lights will provide glare reduction, may be directed, and will result in lower operation and maintenance costs; and
WHEREAS, Goals for this project include:
1) Lower operating costs.
2) Lower maintenance costs.
3) Lower the City’s carbon footprint.
4) Improve the level of lighting at the Harbor for customers.
5) Follow the guidelines laid out by the American Medical Association for outdoor lighting.
6) Lower glare caused by undirected light.
WHEREAS, Pole Number 7 will be converted and tested to ensure success of the stated goals before continuing with the entire project; and
WHEREAS, Port and Harbor is requesting $180,000.00 to purchase and install new LED lights for seven high mast light poles at Homer Harbor; and
WHEREAS, Pursuant to the City’s Procurement Policy, the City Manager will issue a Request for Proposals to obtain competitive bids for the project.
NOW, THEREFORE, THE CITY OF HOMER ORDAINS:
Section 1. The Homer City Council hereby amends the FY 2016 Operating Budget by appropriating $180,000.00 from Port and Harbor Depreciation Reserves to purchase and install new LED lights for seven high mast light poles and authorizes the City Manager to issue a Request for Proposals.
