ORDINANCE 19-10
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE 2019 OPERATING BUDGET BY APPROPRIATING FUNDS IN THE AMOUNT OF $19.700.00 FROM THE PORT AND HARBOR RESERVES FOR THE PURPOSE OF PURCHASING AND INSTALLING FENCING TO DIVIDE LOT 12, HOMER SPIT SUBDIVISION NO 5 SECURED STORAGE INTO REGULATED AND UNREGULATED CARGO AREAS.
WHEREAS, Lot 12, Homer Spit Subdivision No 5 currently has a perimeter fence enclosing the area of a 5 acre concrete pad and additional gravel laydown area; and
WHEREAS, The City of Homer Port and Harbor’s current duel use of the perimeter fenced storage area is as a laydown yard for equipment, gear storage, and other unregulated cargo and also for regulated cargo as needed; and
WHEREAS, Regulated cargo access and storage requirements often restrict use of the entire secure area, including TWIC card/security awareness training requirements, screening, and escort for any person in the regulated cargo area when regulated cargo is present; and
WHEREAS, 200 feet of fencing and access gates are needed at the South East end of the concrete pad to separate the concrete storage pad used for regulated cargo from the fenced in gravel lay down yard used for unregulated cargo, equipment, and fishing gear, allowing maximum concurrent use of storage space that matches the varied industrial storage needs present; and
WHEREAS, The Port and Harbor reached out to several businesses to acquire quotes for the proposed work and of the bids collected the lowest bid was made by Polar Star Construction; and
WHEREAS, In addition to being the lowest bidder the City’s local bidder’s 5% preference requirements apply for Polar Star Construction; and
WHEREAS, Polar Star Construction’s quote for materials and instillation of the required fencing and access gates was $19,700.00.
NOW, THEREFORE, The City of Homer Ordains:
Section 1: The FY 2019 Operating budget is hereby amended by appropriating funds in the amount of $ 19,700.00 from the Port and Harbor Reserves fund for the purpose of purchasing and installing fencing to divide Lot 12, Homer Spit subdivision No. 5 secured storage into regulated and unregulated cargo areas, as follows:
