Mission Statement: The City of Homer exists to provide quality services to all its citizens; to respond in the most appropriate, open and fiscally responsible manner possible to its citizens' needs and concerns; and to do so through the active participation of those citizens. These services include police, fire, emergency medical service, parks, cemeteries, animal control, street maintenance, water, wastewater collection and treatment, port and harbor, airport terminal, library, planning and general administration.

Parks, Art, Recreation and Culture Advisory Commission

The Parks, Art, Recreation and Culture Advisory Commission (PARC) was established via Ordinance 16-22 and operates under Homer City Code Chapter 2.60 and Chapter 18.07.  The purpose of the PARC is to:

Library Advisory Board

The Library Advisory Board was established via Ordinance 80-2 and operates under Homer City Code Chapter 2.48. LAB members work closely with the Friends of the Homer Library Board and volunteers, as well as the library staff and City of Homer, to ensure that the library gives the best service possible to the community of Homer. The LAB works with the Library Director to:

Planning Commission

The Planning Commission (PC) is established with those powers and duties as set forth in Chapter 2.72 of the Homer City Code. The Commission is established to maximize local involvement in planning and to implement and recommend modifications to the Homer Zoning Ordinance, Title 21, and Subdivisions, Title 22. The Commission's jurisdiction is limited to the area within the City boundaries and that area designated as the Homer Bridge Creek Watershed Protection District.

Economic Development Advisory Commission

The Economic Development Advisory Commission was established October 25, 1993 with the adoption of Ordinance 93-15(S)(A).  The Commission was inactivated on January 24, 2000 and reactivated February 27, 2006 by Resolution 06-20.  The EDC acts in an advisory capacity to the City Manager and the City Council on the overall economic development planning for the City of Homer in accordance with Homer City Code Chapter 2.76.040.
