The City Council Operating Manual was approved by City Council on October 10, 1983, and has been amended regularly by resolution with the growth of the City and Council requirements. This manual is a reference point for directives not appropriately placed elsewhere, a standard operating procedure for questions most frequently asked by Council Members, and an outline and tool for orientation of new Council Members. The balance of these policies are as follows and should be reviewed and updated regularly.

The City of Homer has adopted trail design standards for trails and easements that the City will accept for public access.

A lovely small park next to the fish dock with excellent views of the harbor.  This is a great spot to watch the boats come and go from the harbor and see fish being unloaded at the Fish Dock.
