RESOLUTION 17-026
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING PARTICIPATION IN THE EBSCO SOLAR GRANT PROGRAM FOR HOMER PUBLIC LIBRARY.
WHEREAS, The City of Homer strives to provide and improve city-operated facilities and services to meet the needs of the community; and
WHEREAS, The Energy Plan in the City of Homer’s Comprehensive Plan has a goal of using operating practices that promote energy efficiency and renewable energy technologies for City buildings and energy-using projects to lower long-term operational costs; and
WHEREAS, In the interest of lowering long-term operating costs and maximizing value for Homer residents, Homer Public Library has been implementing energy conservation procedures and facility retrofits to conserve energy; and
WHEREAS, The Library’s long roof lines with southern exposure makes addition of fixed solar photovoltaic panels a viable renewable energy technology, that, in combination with continued energy conservation measures, can further reduce utility costs; and
WHEREAS, EBSCO Information Services, a privately-owned library services company has announced it is making two $100,000 grants available with no match requirement to public libraries to purchase and install solar photovoltaic panels to offset their energy costs; and
WHEREAS, Maintenance costs over the 30-year life expectancy for solar panels on fixed-mounts are minimal; and
WHEREAS, The Library Advisory Board was consulted on this grant program and endorses a Homer Public Library application;
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, authorizes the City Manager to apply for an EBSCO Solar Grant for the Homer Public Library and execute the appropriate documents; and
PASSED AND ADOPTED by the Homer City Council this day of March, 2017.
