ORDINANCE 17-26(S)

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2017 OPERATING BUDGET BY APPROPRIATING $10,268 FROM THE FIRE DONATIONS FUND AND AUTHORIZING THE EXPENDITURE OF $7,827 FROM THE STATE OF ALASKA FIRE DEPARTMENT EQUIPMENT UPGRADES GRANT TO PURCHASE A NEW ATV RESCUE SKID UNIT.

                WHEREAS, The Homer Volunteer Fire Department (HVFD) has had an increase in off road and beach medial responses; and

                WHEREAS, Current response equipment is an ATV from 2002 with significant wear and tear from 15 years of service; and

                WHEREAS, The City of Homer has $7,827 remaining in a State of Alaska Legislative Grant for Fire Department Equipment Upgrades after completing the projects refurbishing Tanker 2 and Engine 4 under budget; and

                WHEREAS, The grant administrator has determined that purchasing a replacement off-road capable vehicle with patient transport capacity is an eligible expense for spending the remaining grant funds; and

                WHEREAS, The HVFD researched and received cost estimates on 6 different units including 3 from local businesses and found the CanAm Side by Side from All Season Honda to be the most affordable unit that meets the departments emergency response needs multiple replacement options including a side by side with a slip on unit for patient transport and an Argo with patient transport option; and

WHEREAS, The ATV package requested includes a Kimtek MEDLITE Transport slip-on unit for transporting will include the ability to transport a supine patient and care provider on the ATV allowing a smoother ride when transporting an injured person; and

WHEREAS, The City will follow the Procurement Policy and Procedures when purchasing the ATV including soliciting at least 3 competitive written bids.

                NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

                Section 1. The Homer City Council hereby amends the FY 2016 Operating Budget by appropriating $18,095 $10,268 from the Fire Department Donation Account for the purchase of an ATV rescue skid unit.
