A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, URGING FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) TO SCHEDULE A FLOOD STUDY REVIEW MEETING IN HOMER TO DISCUSS WITH THE PUBLIC THE NEWLY PROPOSED DIGITAL FLOOD INSURANCE RATE MAPS (DFIRMS) AND FLOOD INSURANCE STUDY (FIS) REPORT FOR THE CITY OF HOMER, ALASKA, PRIOR TO THE COMMENCEMENT OF THE STATUTORY 90-DAY APPEAL PERIOD FOR MODIFIED BASE FLOOD ELEVATIONS (BFEs).

WHEREAS, The City of Homer currently participates in the National Flood Insurance Program (NFIP); and

WHEREAS, FEMA administers the NFIP and has presented the City with Preliminary copies of DFIRMS and FIS; and

WHEREAS, The adoption of modified BFEs is compulsory for continued participation in the NFIP; and

WHEREAS, The City of Homer recognizes that the documents mentioned above are highly technical and may have significant impacts on current and future developments on the Homer Spit; and

WHEREAS, The City of Homer wishes to provide the best information possible to citizens prior to adoption of new regulations; and

WHEREAS, The City of Homer has notified those potentially affected by the modification; and

WHEREAS, FEMA has the obligation to explain technical determinations in a manner understandable to the average citizen so they may properly evaluate how they may be affected.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, hereby urges FEMA to come to Homer for a Flood Study Review meeting prior to the commencement of any appeal period required to adopt the modified BFE’s.
