RESOLUTION 12-084
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AWARDING A CONTRACT FOR THE NICK DUDIAK FISHING LAGOON DREDGING PROJECT TO THE FIRM OF ALASKA MARINE EXCAVATION, LLC OF ANCHOR POINT, ALASKA, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The City received a State Legislative grant in the amount of $100,000; and the City Council has appropriated an additional $267,500 to complete the work required to return the Nick Dudiak Fishing Lagoon to its original depth; and
WHEREAS, Public Works has been unsuccessful in obtaining multiple competitive bids from contractors positioned to complete the work within the timeframe established by the required environmental permits (see Public Works Memorandum 12-157); and
WHEREAS, A bid was received from Alaska Marine Excavation, LLC of Anchor Point, Alaska; the unit prices being lower than their negotiated bid for this year’s similar Corps of Engineer’s annual maintenance dredging work near the entrance to the Small Boat Harbor; and
WHEREAS, Award of a non-competitively bid, negotiated, sole source contract for this work is in the best financial interest of the City and consistent with the City’s Procurement Policy and Procedures Manual (see Public Works Memorandum 12-157); and
WHEREAS, This award is not final until written notification is received by the firm from the City of Homer.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, approves the award of the contract for the Dudiak Fishing Lagoon Dredging Project to the firm of Alaska Marine Excavation, LLC, of Anchor Point, Alaska, in the amount of $367,500 and authorizes the City Manager to execute all appropriate documents necessary to complete work required to return the Lagoon to its original depth.
PASSED AND ADOPTED by the Homer City Council this 8th day of October, 2012.
