RESOLUTION 13-008

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING THAT THE ALASKA LEGISLATURE RE-APPROPRIATE THE $2 MILLION THE CITY RECEIVED FOR IMPROVEMENTS AT THE STERLING HIGHWAY AND MAIN STREET INTERSECTION TO A NEW PORT AND HARBOR OFFICE AND/OR A NEW SKYLINE DRIVE FIRE STATION.

WHEREAS, The City has received a Legislative Grant in the amount of $2 Million to construct improvements at the intersection of Main Street and the Sterling Highway; the intersection of two State roads; and

WHEREAS, The project has been delayed for several years by a combination of factors including changing cost estimates, the need for additional funds, and the complexities associated with attempting to use a municipal grant for improvements on a State highway; and

WHEREAS, The Legislative Grant expires on June 30, 2012 and it is important that decisions are made quickly regarding its ultimate use; and

WHEREAS, In this time of budget constraints, it is more productive and efficient to apply existing City capital construction resources to priority City projects rather than a project that should be a State responsibility; and

WHEREAS, ADOT/PF has obtained the money it needs for intersection improvements at Sterling and Main Street from another source; the Federal Highway Safety improvement Program; and

WHEREAS, Both the Port and Harbor Office and the Skyline Fire Station are included in the City’s top 15 CIP Priority List.

NOW., THEREFORE, BE IT RESOLVED that the Homer City Council hereby respectfully requests that the Alaska Legislature re-appropriate the $ 2 Million grant for improvements at the Sterling Highway / Main Street intersection to the Port and Harbor Office and/ or the Skyline Fire Station.
BE IT FURTHER RESOLVED that the City Manager and the City lobbyist are authorized to take the appropriate and necessary measures to assist our Legislators in making this request a reality.
