RESOLUTION 15-066(S)

 

A RESOLUTION OF THE HOMER CITY COUNCIL ESTABLISHING conditions under which Benefitted property owners will be allowed to connect to the proposed Kachemak Drive water mains being installed as part of Homer Water Storage/Distribution Improvements (Phase I).

 

WHEREAS, The City of Homer has secured a State grant which will pay for 70% of the cost of the water main extension project along Kachemak Drive Phase III; and

 

WHEREAS, Connecting the water line at Kachemak Drive Phase III will provide redundancy in the water system and benefit all users of City of Homer water; and

 

               WHEREAS, Property owners along Kachemak Drive Phase III will benefit from the grant for the main extension of the water line; and

 

WHEREAS, Benefitted property owners should be responsible for the cost of the main extension not covered by the grant; and

 

               WHEREAS, Because piped water has the potential to introduce more water into soils that suffer from drainage issues along Kachemak Drive via individual septic systems, lot owners should not be allowed to hook up to piped water service until they are also hooked up to piped sewer; and

 

               WHEREAS, It is a benefit to the property owners and the City to install water and sewer simultaneously.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, establishes the following conditions under which benefited property owners can form a Kachemak Drive Phase III water and sewer special assessment district.

 

Benefited property owners will be required to pay for that portion of the cost not covered by the grant (expected to be 30% of the cost of the project) through a special assessment district.
Benefited property owners will be required to install their own water service from the main to the property line.
Benefited property owners will be required to pay for 75% of the cost of sewer main extension as provided for in Homer City Code (currently 25% HAWSP/75% property owners).
No connection to City water will be allowed until City piped sewer service is available to the lot requesting water service.

 

PASSED AND ADOPTED by the Homer City Council this 10th day of August, 2015.

Fiscal Note: Water Storage and Distribution Improvements Municipal Matching Grant No. 40909 in the amount of $1,922,577. Kachemak Drive Phase III property owners pay 30% of the cost of the water main extension. Kachemak Drive Phase III property owners pay 75% of the cost for sewer improvements while HAWSP pays 25%.
