RESOLUTION 17-017

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE FORMATION OF THE FRISBEE COURT ROAD RECONSTRUCTION AND PAVING SPECIAL ASSESSMENT DISTRICT AND AUTHORIZING THE CITY MANAGER TO PROCEED WITH THE PREPARATION AND CONSTRUCTION OF THE PROJECT.

                WHEREAS, A petition was initiated by property owners within Frisbee Court to form a Road Reconstruction and Paving Special Assessment District; and

                WHEREAS, The Frisbee Court Road Reconstruction and Paving Special Assessment District boundary includes property fronting, predominantly Frisbee Court, located within Bear Creek Subdivision; and

                WHEREAS, The estimated cost of the Road Reconstruction and Paving Improvements is $282,693.00, with the property owners paying 25% and the Homer Accelerated Roads and Trails (HART) Program paying 75% of the costs; and

                WHEREAS, A Public Hearing was held on February 13, 2017 and there was no testimony; and

WHEREAS, The objection deadline for written objections was February 6, 2017 and four written objections were received totaling five parcels; and

WHEREAS, Council finds that the petition is in proper form and bears sufficient signatures and that the road improvement is necessary and of benefit to the properties within the Frisbee Court, Bear Creek Subdivision.

                NOW, THERFORE, BE IT RESOLVED by the Homer City Council that the formation of the Frisbee Court Road Reconstruction and Paving Special Assessment District is hereby authorized and that the City Manager is hereby authorized to proceed with the preparation and construction of the project.

Fiscal Note:  Project No. 151-7004. Property Owner share of Road Reconstruction and Paving is $6,424.84. All other costs of the project are paid by the Homer Accelerated Road & Trails Program that is funded by sales tax dollars.
