RESOLUTION 17-021

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE BEACH POLICY FOR CLARITY.

WHEREAS, In the fall of 2014 the Homer City Council directed the Parks, Art, Recreation and Culture Advisory Commission (PARCAC) to review the Beach Policy; and

WHEREAS, The Homer City Council adopted Ordinance 16-05(S-2)(A-2) at the February 22, 2016 regular council meeting; and

WHEREAS, Ordinance 16-13 amended the exceptions to operating, stopping or parking of motor vehicles in beach areas to allow motor vehicles from the southern end of Mariner Park to the east end of the seawall from October 1 through March 31 solely for the purpose of gathering sand and coal; and

WHEREAS, Resolution 16-029(S-2) Amended the Beach Policy to incorporate the changes enacted by Ordinances 16-05(S-2)(A-2) and 16-13; and

WHEREAS, The PARCAC then further reviewed the Beach Policy for clarity and consistency, and recommends the City Council adopt the draft Beach Policy.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, hereby amends the Beach Policy for clarity.

PASSED AND ADOPTED by the Homer City Council on this 13th day of March, 2017.
