RESOLUTION 17-047

A RESOLUTION OF THE HOMER CITY COUNCIL SUPPORTING SB 54, AMENDMENTS TO CRIMINAL JUSTICE REFORM.

WHEREAS, SB 54 makes important and necessary improvements to SB 91, the Omnibus Criminal Law and Procedure bill passed in 2016; and 

WHEREAS, SB 54 amends the presumptive range for class C felonies to 0-1 year; and

WHEREAS, SB 54 allows some jail time for a repeat theft offender; and

WHEREAS, SB 54 amends sex trafficking provision to protect sex workers while still allowing the State to prosecute those who are running sex trafficking enterprises and places of prostitution; and

WHEREAS, SB 54 makes violations of conditions of release punishable by up to 5 days in jail; and

WHEREAS, The changes in SB 54 provide necessary tools for the Homer Police Department to be able to  deter repeat theft offenders, class C felons and apprehend individuals violating their conditions of release; and

WHEREAS, The Alaska Police Chiefs Association has come out in support of SB 54.

NOW, THEREFORE, BE IT RESOLVED that the Homer City Council Homer supports SB 54, amendments to criminal justice reform.
