Projects & Plans

Along with the day to day maintenance of City facilities, Public Works also manages the planning, design, permitting, and construction inspection of the City's capital projects.

Procurement Policy and Procedures Manual

The Procurement Policy and Procedures Manual is provided as guidance to all procurement activity in the City. It has been developed to assure compliance with the direction of the City Council, the Homer Municipal Code, and sound business practices. It may be revised as required to meet the needs of the City Council.

City Property Lease Management

The City of Homer maintains a list of all City-owned properties authorized for lease by the Council, known as the Land Allocation Plan. This list is updated annually and identifies City-owned property that's available for lease. The City implements its lease program in a fair and non-discriminatory manner, and leases its properties when:

The Land Allocation Plan is reviewed and adopted annually by resolution. The plan includes the following sections:

C. Port Facilities
D. City Facilities and Other City Lands
E. Parks, Green Space, Cemeteries
F. Bridge Creek Lands
G. Conservation Easement Lands

Property Tax Mill Rates

Mill Rates are set annually by the Borough Assembly, Municipalities and Service Area Boards.  A mill is a thousandth of a dollar (1/1000 of $1 and represents one dollar of tax for each 1,000 dollars of taxable assessed value.

Property Taxes

Real property values are established January 1 each year by the Kenai Peninsula Borough. Roll is certified June 1.

If you pay in two installments the first installment is due September 15, second installment due November 15. If you choose to make one payment in full the due date is October 15.

4.5 mills are collected on behalf of the City of Homer.  Kenai Peninsula Borough collects and distributes all taxes for the City of Homer.
