Notice of Candidacy Filing Period for Regular City Election
CITY OF HOMER
NOTICE OF DECLARATION OF CANDIDACY FILING PERIOD
FOR REGULAR CITY ELECTION OCTOBER 7, 2025
CITY COUNCILMEMBER (2) – THREE YEAR TERMS EACH
CITY COUNCIL MEMBER (1) – ONE YEAR TERM
A person declares candidacy for an elective City office by filing a Declaration of Candidacy with the City Clerk on or after August 1st and no later than 4:30 p.m. on August 15th.
A declaration of candidacy may be filed with the City Clerk by electronic transmission; provided, that the original signed and notarized declaration is delivered to the City Clerk no later than the close of the filing period. If the City Clerk has not received the original signed and notarized declaration before the close of the filing period, the candidate’s name shall not appear on the ballot (HCC 4.10.010(a)(b)).
Candidates must meet the eligibility requirement of HCC 2.08.020 and must be a qualified voter as outlined in HCC 4.05.010.
HCC 2.08.020 Eligibility for office.
a. A person is eligible for the office of City Council or the office of Mayor if the person is a voter of the City as prescribed by HCC 4.05.010 and has been a resident within the City for a period of one year immediately preceding the Election Day on which the person is a candidate.
b. Residency within an area that becomes part of the City as a result of a local boundary change shall be deemed residency within the City for purposes of satisfying the one-year residency requirement of this section.
HCC 4.05.010 Voter qualifications.
A person is qualified to vote in a municipal election who:
a. Is a citizen of the United States;
b. Has passed his eighteenth birthday or is such other age as prescribed by law for voting in State elections;
c. Has been a resident of the municipality for 30 days immediately preceding the election;
d. Is registered to vote in State elections at a residence address within the municipality at least 30 days before the municipal election at which the person seeks to vote.
Candidacy filing forms and required APOC forms are available at the City Clerk’s Office or online at https://www.cityofhomer-ak.gov/cityclerk/regular-city-election-candidate-filing-information.
A candidate may withdraw, amend, or correct their declaration by appropriate written notice to the City Clerk no later than Friday, August 15, 2025 at 4:30 p.m. No candidacy declaration may be corrected, amended, or withdrawn after the deadline (HCC 4.10.030).
