All person's bailing from the Homer Community Jail must be under a .02% alcohol level.  Once the amount of bail is set and there is no third-party custodian requirement, persons can be bailed out with the appropriate amount of cash.  The Homer Jail does not accept credit cards, money orders or checks. 

A person charged with a crime involving domestic violence, a felony, violating conditions of their release or certain other crimes, may not be eligible for bail until seen by the appropriate judicial officer. 

All persons remanding shall normally check into the jail facility at 9:00am on the assigned day.  Persons remanding may check into the facility at other times (except between 4:00am and 8:00am) only with the prior consent of the jail.  Persons remanding may not be under the influence of alcohol or drugs. 

All persons checking into the Homer Community Jail must possess a legible copy of either their court judgment or a temporary order, which displays the court docket number, the length of sentence, the judge, magistrate, or clerks signature, and the court seal.

All medications brought by persons remanding are subject to DOC approval.  Medications approved will be held by Corrections and administered as directed by the prescription. 

Persons remanding may wear personal clothing provided their are no strings.  Personal toiletries, food and jewelry are not permitted.

Boat trailers can park for up to 7 calendar days at no cost in designated trailer parking areas. Trailers must leave City property for a minimum of 24 hours before returning to the trailer parking areas.

"Jake brakes," defined as a hydraulic engine attachment which converts a diesel engine into an air compressor and when engaged operates to slow the vehicle, are permitted while traveling downhill on the following roadways in Homer;

The Sterling Highway from Milepost 169 (top of Baycrest Hill) to mile 173 (intersection with Pioneer Avenue), Main Street, East Hill Road and West Hill Road.

A first violation is a $100 fine. A second violation within 6 months of the first conviction is a $200 fine plus proof of satisfactory Homer Police commercial vehicle inspection.  A third violation within 6 months of any prior conviction is a $300 fine plus proof of satisfactory Homer Police commercial vehicle inspection.

Advisory Bodies meet once or twice a month, and meetings can be an hour long or they can go for three hours or more, depending on how many items are on the agenda and how much public comment is received.

To figure out which advisory body would work for your schedule, here are the meeting days and times for each one. Some bodies do not meet in the summer or during the holiday months, for the exact meetings schedules contact the Clerk's Office. 

Yes, the Homer Police Department has a drop box inside the main entrance at 4060 Heath Street. Drop off unused, unwanted pills, bottles, tubes and/or patches (with personal prescription information removed).  The drop box is open anytime day or night, 365 days a year, no questions asked. The service is free and anonymous. And, it's easy.  

Do your part to reduce the potential for pill abuse and theft and prevent drugs from entering and contaminating our water and soils. Flushing meds down the toilet or throwing them in the trash pose significant safety and health hazards. 

Visiting hours are from 2:00pm to 5:00pm seven days per week.  Usually, the duration of visits will not by restricted unless other prisoners are waiting for the use of the visitation room; in which case visitation may be limited to 15 minutes. It is recommended that visitors arrive early if they wish to maximize their potential visitation opportunities.

General prisoner visitation is open to family and friends, and any other person(s) authorized by specific court order.  Visitation will be denied to anyone under the influence of alcohol or drugs, or any person suspected as a security concern.  Minors (under the age of 18) may visit only if accompanied with an adult.

All visitors must show valid ID and are subject to search. 

The prohibition on travel between communities is designed so that people must use the closest available services to fulfill critical personal needs. Common sense applies – normal usage of location names and understanding of geographic separation applies when asking about community boundaries.  For instance, Homer, Anchor Point, and Seldovia are all separate communities. You may only travel to another community for critical personal needs if you cannot meet those needs in your community.  And if you can get it delivered, choose that option instead.

Outdoor activity near your home is encouraged for your health and well-being. Alaskans are encouraged to recreate as close to home as possible, but if you must travel out of your community for recreation you are expected to take precautions, including: bring your own cleaning supplies and hand sanitizer; maintain social distancing of six feet or more from any non-household member; take the most direct routes and go straight to trailheads, parking lots, cabin or camping site; and avoiding contact with non-household members. When engaging in outdoor recreation, you must comply with social distancing requirements, including maintaining at least six feet distance from people who do not live in your immediate household.

Social distancing requirements are in effect on paths, trails, sidewalks, riverbanks, beaches, parks, and anyplace outside on private or public property where people might gather. Crowds of 10 people or more are prohibited, even if you are at an outdoor location. You are not prohibited from driving to recreation sites, but you must stay six feet away from non-household members, and are requested to stay in your community.

If your plan includes holding an event, in whole or in part on public property or on private property, and it affects the ordinary use of public streets, right-of-ways, park facilities, sidewalks or may require additional city services than would normally be provided (such as police escorts, traffic control, sanitation, and cleanup work required to support the event), you may need a special event permit.

• Long Term Parking Permits are for people storing vehicles on the spit: they let you park for more than 7 days at a time, between January 1st and December 31st of the same year in any lot that allows a Long Term Parking Permit.
• The Seasonal Fee-Pay Parking Permit is for people who come and go regularly from the spit and want to use the paid lots without paying daily. It is valid for the whole paid parking season - from Memorial Day to Labor Day. Even if you have a permit, the long-term parking limit in the lots applies - your car can't stay parked in one spot for more than 7 days.

Tenants in the harbor receive two discounted Long Term Parking Permits at $100 each.

If you'd like to purchase your permit through the online portal, you will need the account number attached to the boat that is in the harbor. You can find your account number on your monthly bill or call the office at (907)235-3160.

There is no discount on the Seasonal Fee Pay Permits for tenants.

Any boat that does not have current proof of insurance on file will not be permitted to purchase moorage at the monthly, semi-annual, or annual rates.

Of course! You can purchase any parking permit on the Homer Spit through the portal, except for the daily fee pay parking.

Daily fee pay parking must be purchased at the kiosk on site or by following the link posted on the kiosk. 

You have a boat to catch, we get it. As long as you know your license plate number, you can pay by phone.

You will then receive a text with a link. Follow that link to input your vehicle information, contact information, and specify how many days you need to purchase. Then it will provide you with information to pay online.

The requirement applies to all harbor users, even those who do not moor their boats overnight in the harbor. At this point, we are not tracking proof of insurance for users at the launch ramp.

At the top of Ramps 1 through 4, and at the top of the Steel Grid parking lot, signage designates "1 hour parking", designed in mind of those who need to load and unload gear from their boats quickly.
