                                RFP Results and Award Recommendations

 

 

Public Works has utilized an  engineering services term contract with two firms to complete the design of road, drainage and trails projects approved by the City Council. These firms were determined to be the most qualified based on a competitive RFP process. Our term contracts are good for 3 years, with the ability to extend them another two. Our current  road/drainage/trails engineering term contracts expire this month.

 

Public Works has issued a new RFP to select the most qualified firm(s) to complete engineering for the anticipated road, drainage and trails projects shown below:

 

Various road paving/upgrade projects and new trail construction projects created through the City’s HART Fund - Special Assessment District (SAD)
Creation of a City of Homer Drainage Master Plan.
Design of Storm Drain Slip Line Renovation projects.
Preparation of new Roads and Drainage Design Criteria Manual.
Updating City of Homer’s 2005 Transportation Plan.
Paving of parking areas on the Spit

 

Per the City’s procurements policy, an RFP was prepared and advertised on the City’s web site and in a local and Anchorage newspaper (January 2017). 14 proposals were received (March 2017). The proposals were reviewed and scored by 3 City employees (including myself). The three most qualified firms were determined to be HDL Engineering Consultants, Kinney Engineering, and Nelson Engineering.

 

Recommendation: The Council approve a resolution awarding a roads, drainage and trails engineering services term contract to the firms  HDL Engineering Consultants of Kenai, Alaska,  Kinney Engineering  of Anchorage, Alaska and Nelson Engineering  of Kenai, Alaska; and authorize the City Manager to execute all appropriate documents.
