Subject:              Award of Construction Contract, Frisbee Court Paving Project

A majority of benefitted property owners agreed and the Council approved a special assessment district for the paving of Frisbee Court (Resolution 17-017) at the February 27, 2017 City Council meeting. Public Works proceeded to complete the design of the improvements.

On July 13, 2017, bids were received for the Frisbee Court Road Paving Project. This work was advertised in the Homer News on June 15 and 29 and in the Peninsula Clarion on June 25. Procurement was completed in accordance with the City’s procurement regulations.

Two responsive bids were received from qualified firms.  The bid results were evaluated and the results are as follows.

                Engineer’s Estimate                                                    $    210,520.00

The City’s 5% local bidder’s preference does apply to this award. The low bidder is local.

The low bid is within the project budget approved by the City Council. Public Works expects the work to commence this fall, paving will be completed the end of the summer.

Recommendation:

City Council pass a resolution awarding the construction contract for the Frisbee Court Road Paving Project in the amount of $156,102 to East Road Services, Inc. of Homer, Alaska and authorizing the authorize the City Manager to execute all appropriate documents necessary to complete this project.
