ORDINANCE 17-14

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE 2017 OPERATING BUDGET BY APPROPRIATING FUNDS IN THE AMOUNT OF $150,000 FROM PORT AND HARBOR RESERVES FOR THE REPLACEMENT OF THE EXISTING PORT AND HARBOR MANAGEMENT SOFTWARE.

WHEREAS, The current harbor software was put in place 20 years ago and has now proven to be antiquated, unsupported, and unable to be updated to implement the approved graduated moorage rate structure; and

WHEREAS, The Port and Harbor participated in an onsite demo of the most used harbor software in Alaska and it was verified that it could not be customized and certain automation was not possible; and

WHEREAS, The Port and Harbor began exploring the possibility of extending some already established general purpose customer relationship management (CRM) software; demos were developed from two firms with CRM experience and both proved unworkable due to the complexity of the accounting necessary in Port and Harbor work flows; and

WHEREAS, The Port and Harbor determined the next step was to define our “requirements” for a replacement application through a Request for Proposal and Business Requirements that are now ready for solicitation.

NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

Section 1. The FY 2017 Operating Budget is hereby amended by appropriating $150,000 from the Port and Harbor Reserves for the replacement of the existing Port and Harbor management software.
