Sealed proposals to for the design and construction of the Homer Harbor’s System 4 Float Replacement Project will be received by the City Clerk’s Office City of Homer 491 E. Pioneer Avenue, Homer, Alaska, 99603 until 4:00 p.m. Friday, October 17, 2025. Proposals received after the time specified or proposals received from entities not listed on the Plan Holder’s List will be considered non-responsive and shall not be considered. All proposers must submit a City of Homer Plan Holders Registration form separate from their Proposal to be on the Plan Holder’s List to be considered responsive. Plan Holder Registration Forms, Request for Proposal Documents are available for download at https://www.cityofhomer-ak.gov/rfps.

The City of Homer, Alaska is seeking proposals from qualified firms for  design and installation of new and replacement timber moorage float systems including steel piling, potable water, fire suppression, power and lighting systems, and other appurtenances as described in detail in the proposal documents to replace System 4 in the Homer Harbor.

To give all proposers involved the opportunity for questions/answers with City Staff and to ensure all information is open and concise an optional Pre-Proposal meeting via Zoom will be held on Friday, October 3, 2025 at 10:00 a.m. (AKDT) in the Conference Room at the Harbormaster’s Office. A Zoom meeting invitation will be sent to all qualified entities listed on the Plan Holder’s List by the City Clerk’s Office the day before the meeting.

An electronic copy of the Request for Proposal Documents is available on the City’s website or you may purchase hard copies at the City Clerk’s Office upon payment of $150 per set ($200.00 for priority mail). All fees are non-refundable. The City of Homer reserves the right to accept or reject any or all bids, to waive irregularities or informalities in the proposals, and to award a contract to the successful proposer.
