Title 21 Public Review Draft: We Want Your Feedback
The City of Homer has begun revising Title 21, our community planning and zoning code. The Public Review Draft is now out for a 45-day public comment period.

What is Title 21?
Title 21 is the set of regulations that governs how land in Homer is used and establishes rules on how properties function. Zoning is a tool to achieve the intent and future land use goals set by the comprehensive plan. The code also provides the Planning Commission and staff with tools to effectively regulate development, protect and enhance the community, and clearly communicate development processes and requirements to applicants, such as residents, builders, developers, and businesses.
What's in the Draft?
The Public Review Draft addresses key areas, including housing, zoning districts, development standards, and permit review processes and technical improvements.
What Are We Trying to Achieve?
This comprehensive update has clear goals:
- Streamline development processes and increase predictability
- Increase code clarity and flexibility
- Align the code with community plans
- Consider natural hazards and preserve natural features
- Simplify, reorganize, and add visuals to make the code more user-friendly.
What Will Come Next?
Following the public comment period, the project team will compile, analyze, and respond to all comments received. In summer 2026, the Public Hearing Draft will be released and the adoption process will begin, which will include public hearings with the Planning Commission and City Council where the public can testify.
