INVITATION TO BID
By the City of Homer, Alaska, for the
Carter Drive Access, West Elementary Trail, and Jack Gist Park Improvements

Sealed bids for the construction of Carter Drive Access Improvements, West Elementary Trail Construction, Jack Gist Park Drainage and Field Improvements projects will be received at the office of the City Clerk, City Hall, City of Homer, 491 East Pioneer Avenue, Homer, Alaska, until 2:00 PM, Tuesday, April 19, 2011, at which time they will be publicly opened and read. The time of receipt will be determined by the City Clerk’s time stamp. Bids received after the time fixed for the receipt of the bids shall not be considered. Bidders are required to be on the City’s plan holder’s list to be considered responsive. Bid documents can be downloaded electronically; contact: City Clerk, 491 E. Pioneer Avenue, Homer, Alaska 99603, (907) 235-3130 to be placed on bidder’s list and gain access to the bid documents.

The City’s local bidders 5% preference requirements and state prevailing wage rates will apply. The work includes, but is not limited to, the following:

Carter Drive Access: construct 700 linear feet of 16’ wide gravel road access and drainage improvements; West Elementary Trail: construct 175 linear feet of 8’ wide gravel trail and drainage improvements; Jack Gist Park Improvements: improve infield, topsoil and seed outfield, drainage improvement, and gravel parking area expansion.

A pre-bid conference will be held on Friday, April 1, 2011 at 9:30 AM; initiated at the Skyline Drive water treatment complex to answer any questions bidders may have.

Plans and specifications may be obtained electronically at no charge or at the office of the City Clerk upon payment of $50 per set ($90 for overnight delivery) and $50.00 per set for the City of Homer Standard Construction Specifications, 2000 Edition. All fees are non-refundable. The City of Homer reserves the right to accept or reject any or all bids, to waive irregularities or informalities in the bids, and to award the contract to the lowest responsive bidder.
