Sealed proposals for Access Control System Installation and Upgrade will be received by the Office of the City Clerk, 491 E. Pioneer Avenue, Homer, Alaska 99603 until 2 p.m., Tuesday, February 8, 2011. Proposals received after the time fixed for receipt of the Proposal shall not be considered.

This Request for Proposals is issued under Homer City Code 3.16.110 Competitive Sealed Proposals – Negotiated Procurement.
The project consists of replacing the current twenty eight year old DOS card reader access system with a Windows based card reader admission control system that will interface with Marina software on the Homer Fish Dock to record access, ice deliveries in tons and crane use and installing a new card access system with the same software requirements on the Deep Water Dock to record access and crane use, security gate access and security camera monitoring. The work includes, but is not limited to providing:

Replace the existing Card Access Control System for the cranes and ice dispensers on the Homer Fish Dock with a modern, expandable and upgradeable non proprietary system. Proposals will also include a separate yet correlated project for the Homer Deep Water Dock to provide a Card Access Control System for a single crane. This system must have the capacity to add additional services such as a card controlled security gates and security cameras at some later date, all of which will link to the new Homer Fish Dock and the Harbormaster’s office admission control, billing, and tracking system.

A total of four proposals will be submitted by the proposer: two (2) for the Fish Dock, two (2) for the Deep Water Dock.
