RESOLUTION 17-015
A RESOLUTION OF THE HOMER CITY COUNCIL AWARDING WIRELESS EDGE TOWERS, LLC OF NEW ROCHELLE, NEW YORK, A LEASE FOR A WIRELESS COMMUNICATION TOWER ON THE HOMER SPIT, WITH AN INITIAL TEN-YEAR TERM AND FOUR TEN-YEAR RENEWAL TERMS ON LOT 11 HOMER SPIT SUBDIVISION NO. 5, AND AUTHORIZING THE CITY MANAGER TO MOVE FORWARD WITH CITYSCAPE CONSULTANTS, INC. ON LEASE NEGOTIATIONS AND EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, Ordinance 16-53 authorized the City Manager and CityScape Consultants, Inc. to facilitate lease negotiations for a long-term communication tower lease and contract on Lot 11, Homer Spit Subdivision No. 5, including the request for proposal, selection process and sitting of the tower and equipment; and
WHEREAS, A Request for Proposals for a Wireless Communication Tower for Homer Spit Property was issued on December 9, 2016; and
WHEREAS, The advertisement for sealed proposals for a Wireless Communication Tower for Homer Spit Property was advertised in the Homer Tribune on December 15 and 22, 2016, the Anchorage Daily News on December 18 and 24, 2016, and posted on the Alaska Bid Network; and
WHEREAS, Sealed proposals were due at the Office of the City Clerk by 4:00 p.m. on January 17, 2017; and
WHEREAS, Three proposals were submitted and reviewed by CityScape Consultants, Inc. who determined Wireless Edge Towers, LLC as the highest ranked candidate and recommends going into negotiations for 30 days regarding the terms of the lease; and
WHEREAS, CityScape Consultants, Inc. further recommends if terms cannot be reached in the 30-day negotiation period they will work with the next ranked candidate, Atlas Tower Holdings, LLC.
NOW, THEREFORE, BE IT RESOLVED that the Homer City Council hereby approves a new ten-year lease with four ten-year renewal terms with Wireless Edge Towers, LLC of New Rochelle, New York, and authorizes the City Manager and CityScape Consultants, Inc. to negotiate and execute the appropriate documents.

Fiscal Note: Minimum base rent of $15,000 plus revenue from co-locations and signing bonuses for a new ten-year lease with four ten-year renewal terms.
