THIRD PARTY ACCOUNTING ANALYSIS OF HAWSP HISTORY AND REPORTING

Addendum #1 Issued 10/07/19

Sealed Bids will be received by the City of Homer Finance Department, 491 E. Pioneer Avenue, Homer, Alaska, 99603 until 3:00 p.m. on October 7, 2019.  Bids received after the time specified will be considered non-responsive and shall not be considered.

The project consists of providing governmental accounting expertise regarding the Homer Accelerated Water and Sewer Projects (HAWSP) fund.  The work includes, but is not limited to the following:

Providing a financial analysis of the history of the fund; including how the fund developed a negative fund balance
Examining how the City of Homer annual audit accounts for the HAWSP fund
Explaining how the audit reflects, or does not, governmental accounting standards
Recommending any changes to the fund and how it is accounted for to bring transparency to the reporting of the fund in the annual audit and/or budget document
Making yourself available for individual consultation time with each of the City Council members and Mayor regarding specific questions (limited to one hour sessions each)
In a work session, walk the Homer City Council through how sales tax revenue, assessment revenue and loan/bond debt is tracked in the annual audit, in addition to any other findings of the analysis.

The City of Homer reserves the right to accept or reject any or all bids, and to waive irregularities or informalities in the bids, and to award the contract to the bidder that best meets the aforementioned criteria.  The City shall not accept faxed bids.
