REQUEST FOR PROPOSALS 
By the City of Homer, Alaska 
For Federal Lobbyist Services

The City of Homer, Alaska (“City”) is soliciting proposals from experienced and qualified professionals for lobbying and advocacy at the federal level. It is the intent of this Request for Proposals (RFP) to have the successful firm enter into a Professional Services Contract with the City of Homer to work collaboratively with the City Council, Mayor, City Manager, and key staff members to represent the City as a Federal Lobbyist.  Lobbying activities will include advocating on federal budgeting and legislation that impact the City of Homer, particularly in the areas of federal appropriations, federal grants, and federal programs and projects. 

Proposals shall be received at the office of the City Clerk until 4:30 pm, Thursday, February 6, 2025, and all proposers must submit a completed Plan Holders Registration Form available on the city website or by contacting the City Clerk’s Office.

An electronic copy of the RFP documents and plan holder registration forms are available online at https://www.cityofhomer-ak.gov/rfps. Paper copies of the proposal documents may be purchased at the Office of the City Clerk upon payment of $10 per set ($15 for priority mail delivery). All fees are non-refundable.

The ideal candidate will have significant, demonstrable experience in federal lobbying and advocacy, a comprehensive knowledge of the legislative process, strong existing relationships with key committee members, other legislators, and key agency staff who have either jurisdiction or influence over beneficial legislation and can affect a project’s movement, and the ability to act as a trusted advisor and expert navigator for the City in securing federal funding and advocating for the City's policy and financial needs.

The City of Homer seeks a federal lobbyist to help meet two primary objectives:
•    secure support and funding for the Harbor Expansion project, now in its second year of a US Army Corps of Engineers General Investigation; and 
•    Promote federal action on coastal resilience and erosion control measures on the Homer Spit, potentially through a new US Army Corps of Engineers General Investigation with state and local partners and expanded civil works branch authorities.

Please direct questions in writing regarding this project to the City Clerk’s Office. Questions and answers will be distributed by the Clerk’s office to all those listed on the plan holders list for this RFP.

The City of Homer reserves the right to reject any and all proposals submitted and shall not be liable for any costs incurred by any respondent in response to this solicitation or for any work done prior to the issuance of an executed contract.
