Multi-Use Community Recreation Center

Project Description

This project secures land, designs and constructs a multi-use community center in Homer. The community has long prioritized the need for indoor municipal recreational and community space, especially considering the ongoing challenges of operating the City's Community Recreation Program in the local schools and in the City’s aging and defunct Homer Education and Recreation Complex (HERC), whose rehabilitation is complicated by the presence of hazardous materials. 

HERC Analysis of Brownfields Cleanup Alternatives (ABCA)

Through the State's Brownfield Assessment and Cleanup (DBAC) Program, the City engaged the Alaska Department of Environmental Conservation and BGS environmental consultants to assess the HERC property. The consultants reviewed previous Hazardous Building Materials Inventories, conducted a data gap analysis, performed additional sampling of building materials and soils (including testing for lead contamination from deteriorating lead-based paint around both buildings), and developed an Analysis of Brownfield Cleanup Alternatives (ABCA).

HERC Hazardous Material Cleanup and Revitalization Plan

Project Description

This project plans for and completes hazardous materials cleanup for future redevelopment of the Homer Education and Recreation Complex (HERC). The site is a 4.3-acre brownfield property located at the corner of the Sterling Highway and Pioneer Avenue, the gateway to Homer's commercial district.

Project Description

The Americans with Disabilities Act (ADA) Title II mandates that all state and local governments provide accessible and usable facilities for people with disabilities, embodying the fundamental principles of equal opportunity, integration, and inclusion. Homer City Hall—a cornerstone of civic engagement and an Early Voting and polling location for municipal, borough and State elections—currently falls short of these standards. 

Scope 

The project will proceed in phases.

Computer Skills Training

Sponsored by the Friends of the Homer Public Library

Learn practical computer skills focused on good technique and understanding big picture concepts for individuals or nonprofit organizations. We will learn to use a map of computer tools instead of only memorizing specific directions for a single tool. This allows one to adapt to constantly changing conditions. All levels welcome especially, those with no/little experience.
