Homer Comprehensive Plan Update

The City of Homer has a new draft of the 2045 Comprehensive Plan! The Public Hearing Draft was released on July 23rd, 2025 and is ready for public comment. This draft incorporates 16 months of input and revision from our community. It describes how we'd like to see Homer grow over the next two decades.

The Homer Comprehensive Plan has served as a beacon and guide for city residents, leaders, organizations, and partners over the years. Homer's first one was adopted in 1954, and it has been updated periodically ever since, most recently in 2018. The revised Plan will help shape an upcoming Title 21 City Code rewrite, with the intent to make Homer's zoning and planning codes easier to understand and use.   

What happens next in the plan adoption process?  

October 13 | The Public Hearing Draft of the plan will be introduced at the Homer City Council as a Comprehensive Plan Ordinance. A list of potential amendments from the Planning Commission’s recommendation with be included. The public can comment under public comments, early on the Council's agenda. Check the City’s calendar for materials related to the introduction after October 2.

October 27 | A public hearing will be held on the Public Hearing Draft Ordinance at the Homer City Council. Check the City’s calendar for materials related to the public hearing after October 20.  The Homer City Council may choose to adopt the Public Hearing Draft Ordinance, adopt as amended, or continue discussions on the ordinance at a later meeting.

Fall 2025 | If the Public Hearing Draft Ordinance is adopted by the Homer City Council, it will be sent to the Kenai Peninsula Borough for adoption.
