Long Range Planning
2018 Comprehensive Plan
The 2018 Comprehensive Plan together with the City of Homer’s Master Roads and Streets Plan (1986), Transportation Plan (2024), Town Center Development Plan (2006), and Spit Plan (2010) comprise the Homer Comprehensive Plan. The 2018 Comprehensive Plan was adopted in November 2018.
The 2008 Comprehensive Plan update was adopted as a 20-year long-range plan and included extensive public involvement as well as professional consulting services. The 2018 Comprehensive Plan serves as a 10-year revision of the Plan and includes contributions from City Commissions, City staff, and input from the public.
Continued development influences Homer’s character and presents many demographic, social, and economic challenges. Comprehensive planning aims to promote the type of natural and built environment that the community desires. The Comprehensive Plan identifies a broad, long-term vision for Homer’s future, and establishes goals, standards, and policies for land use and development.
2024 Transportation Plan
This Homer Transportation Plan presents objectives for the City’s transportation network and includes policies, actions, and projects that will help to achieve those goals over the next 20 years. It falls under the umbrella of the Homer Comprehensive Plan and guides the flow of traffic as Homer grows.
It describes the transportation infrastructure within the City, evaluates how the network of roads operates, and considers seasonal impacts, popular destinations, and emergency events on system operations. It reflects a community desire for increased safety when using different modes of transportation and better connectivity for people of all ages and abilities.
2006 Town Center Development Plan
The Town Center Development Plan is the City of Homer’s policy framework for the largely undeveloped area lying in the heart of the Central Business District. It represents the City’s official vision for the type of environment ultimately desired in the Town Center, including its physical form and general appearance. It provides long-range land use, transportation, parking, and open space recommendations for the area.
The Town Center Plan was adopted by the Homer City Council in 2006. Guiding principles relate to economic opportunity; common space such as a central Town Square or plaza; compact, pedestrian-friendly design; mixed-uses including commercial, civic, and residential; and a look and feel that reflects Homer's vibrant artistic character.
2005 Transportation Plan (Historical)
The Homer Area Transportation Plan was produced to be a comprehensive transportation-planning tool for the City of Homer. Additionally, the Non-Motorized Trails and Transportation Plan should be considered a companion document to the Transportation Plan, as it is the City’s policy document for comprehensive long-range non-motorized transportation and trails system. This study provided a general guide for planning and funding requests for road and trail transportation capital improvement projects for the following 20 years. This plan was not intended to identify site-specific locations for improvement.
2004 Non-Motorized Transportation and Trail Plan (Historical)
The Non-Motorized Transportation and Trail Plan guided the development of Homer’s successfully integrated non-motorized transportation and trail system from 2004 to 2024. It had been written as a development manual to be used as the principal document for creating an integrated non-motorized transportation network.
The purpose of this master plan was to establish a clear vision for the future of trails and trail development in the city of Homer. The emphasis of this plan was on areas within the city limits with some recommendations for linkages with existing or potential trails outside city limits. While the City of Homer does not have jurisdiction over lands outside city limits, the City recognizes the value of legally protected regional trails.
