HERC (Homer Education and Recreation Complex) Task Force
June - November 2018

City Council Resolution 18-036(A) established the HERC Task Force to:

  • determine the financial resources required to use the HERC-1 building and if a leasing is a feasible option
  • evaluate four scenarios for HERC-1 to include a new facility that meets the recreational needs of the community
  • provide a recommended preferred option.

The HERC Task Force presented their Final Recommendation Report to City Council in November 2018.  Follow this link to see a compilation of historical floorplans, older remodel plans and HERC feasibility studies.

Police Station Building Task Force
2016 - 2017

City Council Resolution 16-128(S)(A) established the Police Station Building Task Force to build on the work completed by the Public Safety Building Review Committee and assist the city ot move forward on a stand-alone Police Station building project.  The Resolution directed the Task Force to analyze and report back to City Council on the following:

  • two proposed not-to-exceed budgets - $6 Million and $9 Million
  • site selection
  • possibility of public-private partnerships (such as Lease to Purchase)
  • feasibility of remodeling the HERC  
  • impact to the operating budget of ongoing maintenance costs
  • a funding mechanism and repayment method that takes in account capital and maintenance expenses.

Public Safety Building Review Committee
2014 - 2016

City Council Resolution 14-020 established the Public Safety Building Review Committee to accomplish the following scope of work:

  • review and rate GC/CM proposals and make a recommendation to the Council
  • review the proposed contract and provide input on the scope of work and deliverables
  • review work products and participate in regular briefing with the contractor
  • make recommendations and provide direction to staff and the contractors as the project proceeds
  • make recommendations to Council as to how to proceed as various benchmarks are achieved.

Sustainable Animal Control Review Committee
October 2015 - January 2016

City Council Resolution 15-075 established the Sustainable Animal Control Review Committee (SACRC) to advise City Council on ways to operate the shelter more economically, and thus strengthen its sustainability over time.  SACRC met at least monthly to work on the following scope of work:

  • review animal control fine and fee schedule
  • review animal boarding policy
  • review energy use at the shelter
  • review opportunities for collaboration with Homer Animal Friends.

SACRC's Final Report and Recommendations also led to a change in Homer City Code's Animal Regulations, which was adopted via Ordinance 16-38(S)(A) Amending HCC 7.04.030, Traffic Fine Schedules, and Enacting Homer City Code Chapter 7.15, Animals in Vehicles, Regarding Animals in Vehicles; and Amending Homer City Code Title 20, Animals, Regarding the Regulation and Impoundment of Animals, and Penalties for Animal Violations.

Large Vessel Haul-Out Task Force
January 2014 – October 2015

City Council Resolution 14-015 established the Large Vessel Haul-Out Task Force to review and make recommendations on a large vessel haul-out and repair facility at the port.  After the Task Force presented their work and recommendations to City Council in September 2014, City Council passed Resolution 14-107 extending the Task Force to offer expertise on the development and eventual adoption of Marine Repair Facility Polices and Best Management Practices. 

Water and Sewer Rate Task Force
March 2012 - April 2013

City Council Resolution 12-027(A) established the Water and Sewer Rate Task Force to review the existing rates and the rate structure for 2013 and prepare a final report and recommendations for setting fair water and sewer rates.  

Global Warming Task Force
January - December 2007

City Council Resolution 06-141(A) established the Global Warming Task Force to solicit ideas and information from the public and other sources and prepare recommendations to forward to the Mayor and Council for a Climate Action PlanAfter the Climate Action Plan was adopted, City Council authorized funds for a Climate Action Plan Implementation Report, which was completed by Deerstone Consulting between July 2008 and December 2009.
