FOR PURPOSES OF CREATING A BIDDERS’ LIST
City of Homer, Alaska

Addendum #1 Issued 08/09/23

The City of Homer is soliciting Statements of Qualification (SOQ) from Small, Minority, Disadvantaged and Women-Owned Business Enterprises (SBE/MBE/DBE/WBE) interested in being included on a SBE/MBE/DBE/WBE Bidders’ List (Bidder’s List).  The City will use this Bidder’s List to submit Invitation to Bid (ITB) or Requests for Proposals (RFP) related to various capital projects; primarily road, water, sewer, landscaping, storm water and other public works infrastructure projects, when seeking SBE/MBE/DBE/WBE for said projects. SOQs will be received by the Office of the City Clerk, City of Homer, 491 E. Pioneer Avenue, Homer, Alaska 99603 until 2:00 PM on Thursday Tuesday, August 17, 2023.  

Being listed on the SBE/MBE/DBE/WBE Bidders’ List is not a guarantee of work.  The City is particularly interested in the following services however, other service providers are invited to submit their SOQs:

  • Surveying
  • General Civil Construction
  • SWPPP preparation & inspections
  • Civil Engineering
  • Environmental Engineering
  • Environmental Permitting
  • Hydrology
  • Public outreach
  • Catering
  1. Submissions must be in an opaque envelope with the title of the RFQ in the lower left corner of the envelope.
  2. Company information and address must be shown in the upper right hand corner of the envelope.
  3. Submissions need to be addressed to the City Clerk’s Office as noted above.
  4. Any SOQ submissions received after the stated time will not be considered.
  5. An electronic copy of this RFQ Advertisement and Plan Holder Registration Form are available online at https://www.cityofhomer-ak.gov/rfps. A paper copy can be obtained at the City Clerk’s Office. All companies interested in submitting their SOQ must complete a City of Homer Plan Holder Registration Form in order to be considered responsive.
