General Concession & Services Lease(s) at the Homer Airport Terminal

The City of Homer, Alaska, is requesting proposals from individuals or firms to lease one or more of the areas available at the Homer Airport terminal to operate and manage food/beverage/retail concessions and or cargo/car rental/air travel services. All spaces are offered separately. The proposals that satisfy all minimum requirements and scores best on the City’s evaluative criteria will be offered the opportunity to negotiate a lease with the City. 

Sealed proposals must be received at the City Clerk’s Office, City of Homer, 491 E. Pioneer Avenue, Homer, Alaska, by 4:30 p.m., Thursday, March 18, 2021. The time of receipt will be determined by the City Clerk’s time stamp. Proposals received after the time fixed for the receipt of proposals shall not be considered. All proposers must submit a City of Homer Plan Holders Registration form to be on the Plan Holders List and to be considered responsive. A non-refundable lease application fee of $30 must be included with the submitted proposal.  Respondents not on the plan holders list and/or without the required lease fee shall be deemed unresponsive and shall not be considered.

There will be a non-mandatory virtual tour via Zoom of the Homer Airport and lease spaces held at  2:00 p.m. on Tuesday, March 9, 2021. The Homer Airport is open to the Public and interested proposers are welcome to visit on their own during the hours of operation are approximately 7:00a.m. to 8:00 p.m. every day.

An electronic copy of the Request for Proposal documents and Plan Holder Registration forms are available online at https://www.cityofhomer-ak.gov/rfps.  Paper copies of the proposal documents may be purchased at the Office of the City Clerk upon payment of $10 per set ($25 for priority mail delivery).  All fees are non-refundable. Contact the City Clerk’s Office at 235-3130 to schedule an appointment or request paper copies to be mailed.

Pioneer Avenue, Homer, Alaska  99603 or clerk@cityofhomer-ak.gov.  Addendums containing all questions and answers will be distributed by the City Clerk’s Office to all those listed on the plan holders list for this request for proposal.

The City of Homer reserves the right to accept or reject any or all proposals, to waive irregularities or informalities in the proposals, and to award the lease(s) to the respondent(s) that best meets the evaluative criteria.
