HOW TO LISTEN TO CITY COUNCIL MEETINGS DURING COVID-19

1.  Zoom:  Log in information is found on the meeting webpage. Go to the City's Meeting List, find the meeting you wish to attend, and follow the instructions provided. 

2.  Tune in to KBBI AM 890:  All City Council meetings are broadcasted on KBBI AM 890 live.

3.  In Person:  The Cowles Council Chambers will be open for in-person attendance with a maximum capacity of 10 people to accommodate social distancing.  A face mask or cloth face covering that covers both the nose and mouth is required by the City and a log of attendees will be kept.

If you are sick do not come to City Hall.  Remain at home and use an alternative participation option. Thank you for your diligence in complying with these requirements. ​

HOW TO PROVIDE TESTIMONY

1. You may submit written comments online using the “Submit Written Comments” button at the bottom of this page.

2. You may submit written comments by sending an email to clerk@ci.homer.ak.us. Please indicate in the subject line which agenda item you are providing written comment for.

3. Telephonic or Virtual testimony using Zoom.

 

HOW TO PARTICIPATE

The City uses Zoom for telephonic and virtual access. To participate in this form you will need to use the following instructions:

1. Go to the City's Meeting List, find the meeting you wish to attend.  Zoom login information is found on the meeting webpage.

2. You will find a link to join the Zoom webinar using a Computer, Mobile Device or Smart Phone.

  • If you would like to speak during public comment, use the "Raise Hand" feature.
  • When it is your turn to comment you will be called upon by the Presiding Officer.
  • Once you are recognized please unmute your microphone and video. You will have three minutes for comments.

To attend the Zoom meeting by telephone:

1. Dial one of the following phone numbers: 346-248-7799 or 669-900-6833; (Toll Free) 888-788-0099 or 877-853-5247

2. Enter the Meeting ID and Password found on the meeting webpage.

  • If you would like to speak during public comments dial *9 to Raise your hand; and
  • *6 to unmute your phone when recognized by the Presiding Officer.

WHAT TO EXPECT WHEN TESTIFYING: When the Presiding Officer calls your name, you will be asked to state your name for the record, then your 3 minutes will begin.

 

HOW TO OBTAIN AGENDAS, ORDINANCES, AND RESOLUTIONS

City Council agendas and copies of all resolutions and ordinances remain available online at least 5 days prior to a meeting.

You can find all resolutions, ordinances, and memorandums on the City Clerk's Office webpage under City Legislation.  Meeting agendas and packets in electronic form can also be found online by going to the City's Meeting List and selecting the meeting you are interested in.

Paper copies of agendas, ordinances, and resolutions are available at least 3 days prior to the meeting outside in the City Clerk's Office form cabinet, located at the downstairs entrance of City Hall.

 

COVID-19 MITIGATION PROTOCOL EXPECTATIONS

The City will be following the recommended DHSS and CDC guidelines to help mitigate the spread of the COVID-19 virus. 

Wear Face Covering: Face coverings are required.  Attendees are encouraged to wear a face covering when walking around or unable to maintain the minimum of 6-foot distance from other attendees outside of their household/social bubble.

Practice Good Hygiene: Wash your hands frequently, cover your coughs and sneezes, and don't touch your face.

Stay Home if You are Sick: If you have been exposed, have any symptoms or are sick, the City asks that you do not attend a meeting in-person. Physical Distance: Please maintain a minimum of 6-feet between yourself and all other individuals that are not part of your social bubble and or household.
