Homer Port Awarded Federal PIDP Funds to Replace Float System 4
The City of Homer is excited to announce the award of $11.2 million from the U.S. Department of Transportation's Port Infrastructure Development Program (PIDP) to replace the critically deteriorated Float System 4 in Homer Harbor.
Float System 4 was built in 1964 and serves approximately one-third of Homer Harbor's vessels. Despite major maintenance efforts to keep the system working well beyond its expected lifespan, it is in critical condition and needs to be replaced.
This federal award brings the project across the finish line. The work includes replacing the headwalk float, ramp, and deteriorated pilings, and installing 36,954 square feet of modern floats that meet current safety and ADA standards, a new covered gangway and the potential to add more moorage capacity.
"The City sincerely thanks Senators Lisa Murkowski and Dan Sullivan and Congressman Nick Begich for championing this vital project," said Mayor Rachel Lord. "Their support for project funding ensures safe, reliable harbor operations for our community and in support of Alaska’s broader maritime transportation network for generations to come."
"The FY2025 PIDP award is critical to being able to move this project through construction -- an we are truly grateful to MARAD and our Congressional Delegation for their support of Homer's project," said Port Director Bryan Hawkins. "Over the years, PIDP funding has been critical for the network of Alaska harbors that together form the backbone of our state's maritime transportation system. When federal investment strengthens one port, it strengthens the entire network that keeps Alaska connected and thriving."
Replacing System 4 helps safeguard critical marine transportation infrastructure that sustains essential freight shipping networks in southcentral and western Alaska, provides non-road connected communities access to healthcare facilities and Homer's regional airport, and supports economic and recreational activity.
The Homer Port and Harbor award was one of seven Alaska port projects funded through the FY2025 PIDP grants announced April 22. In total, Senators Lisa Murkowski and Dan Sullivan and Congressman Nick Begich secured over $115.4 million in federal funding for ports across Alaska. The Float System 4 replacement project has additionally benefited from Denali Commission funding and a fiscal year 2026 federal appropriation championed by Congressman Begich.
