Important information for reserved stall holders in the Homer Harbor
This page includes some of the most pertinent information about being a reserved stall holder in the Homer Harbor. Please review it and let us know if you have any questions.
A reserved stall is assigned to a person, not to a boat. If your boat is sold, the reserved stall cannot be sold with it. You can keep your spot and assign a new boat, or you can cancel your slip. If you don't have a boat to assign to your slip, we can allow for you to renew the slip without an assigned boat for up to one year. Annual moorage payments cover only the vessel named in the reserved stall moorage permit.
It's possible to change which boat is assigned to your reserved stall. Any boat assigned to your stall must belong to you. In order to change the boat assigned to your reserved stall, you must provide proof of ownership in your name, proof of insurance for the boat, and complete a reserved moorage permit for the new boat. Once the office has confirmed that the boat is eligible to be assigned to the stall based on the minimum/maximum length allowed for that size stall, they will take payment for the Change Boat fee ($25 plus tax) which covers the administrative time to review the documents and update our records.
We ask that you communicate with us any time you are:
Departing from your stall for more than 5 days
Returning to your stall, at least 48 hours in advance
This allows us to maximize the use of our limited harbor space, which helps keep rates low for everyone. There is ever-increasing demand for the fixed amount of space in our harbor and we do our best to manage it and give you a seamless experience. We provide harbor users who do not have reserved stalls temporary access to vacant reserved stalls through the 'hotberth' process. You may have been able to get a hotberth yourself while you waited for your name to come up on the wait list. For the system to work at its best, we need good information about when you are coming and going.
To notify us of your plans, you can send a quick email harborofficer@ci.homer.ak.us or call (907) 235-3160. We recommend that you don't just swing by the harbor to see if your stall is vacant before putting your boat in the water-- it may be that a boat is hotberthed there but out fishing for the day.
We cannot guarantee that your reserved stall will be available for a friend simply because you are not using it. We always make our best effort to find hotberth locations for all vessels. That can include you! Reserved stall holders are also eligible for temporary hotberth assignments to another location, and we may use your assigned stall to accommodate another harbor user.
If you would like to change your location to a different stall in the same size category, we can file a stall swap request. Swap requests are available only to current tenants who would give up their current stall if their preferred spot becomes available. Your previous stall is made available to other people on the swap list and the wait list. If you would like an additional reserved stall in the same category or another category, you can get on the stall wait list for another stall size.
It is only possible to change the name of the person or entity associated with a reserved stall under very specific circumstances. Upon the death of a reserved stall holder, the Port Director may authorize the reassignment of the stall to a surviving spouse or direct descendant. For a long time, the harbor used stickers to keep track of which boats were tenants of reserved stalls in the harbor. We still offer stickers with your boat name and stall number if you would like one, however, these stickers are no longer required. They do help the launch ramp enforcement team recognize your boat as a tenant boat that can use the launch ramp at no cost, so if you launch frequently it is helpful to put one on your boat. We can mail a sticker when you renew your stall or make one for you when you return to the harbor in the spring.
Please ensure that the registration numbers for your boat are clearly visible on both sides of the boat. This is a huge help to harbor officers who take inventory of all boats in the harbor each night, 365 days a year.
If you have need of a long term vehicle parking permit, we offer a discount for vehicle permits to tenants. Up to two annual permits (one vehicle per permit, valid for one calendar year) can be purchased at the discounted price of $100. There is no discount for the permits that apply to the summer fee-pay parking, those are $150 for all harbor users.
Storage of equipment on the finger floats and docks is prohibited. If you want to request or make any modification to your berth (e.g. adding a cleat or fenders), they must be approved by Port Maintenance before installation.
Sublease of your stall is not allowed. The reserved stall under your name may not be made available to any individual, group, or entity in exchange for money, goods, services or any other benefit.
